Ukhty is NOT part of the Traveler's Diary quest line. You need to find and build the Chieftain’s Hut to barter. Chop your way over to the right-hand corner (see map below) to find it and get it built. You will need to have the Chieftain’s Hut built for the Ukhty questline to open.
